Add oats and water. Mix until you have a shaggy dough.
Transfer to a lightly floured surface and knead until the dough comes together.
Transfer to a cookie sheet.
Brush the top with a little water and add the remaining oats on top.
Bake in a 375 F oven for 45 minutes.
