In a bowl, combine flour, salt, baking soda, red chile, carom seed and oil. Add just enough warm water for the dough to come together. (I used 1/4 cup + 1 tablespoon). Leave to rest for 1/2 hour.
On a lightly floured, board, roll out dough into a rectangle. Cut into strips.
In a deep skillet, heat enough oil for deep frying.
Add strips of dough and fry until golden brown. Drain on paper towels.
Serve with Papitey Ki Cheen & Besan Chutney.
